Enfant, elle apprendra à skier, la natation, le patinage, ainsi qu'à jouer des instruments tel que le piano. A l'âge de neuf ans, elle assiste à une représentation des Dolly Sisters et décide alors qu'elle veut devenir une actrice. A l'âge de 14 ans, elle gagne un concours de beauté local et sent que cela est son point de départ vers la star qu'elle veut devenir. En 1920, sa mère emmène Norma et sa soeur à New York où elle les encourage à entrer dans les Ziegfeld Follies. C'est un échec, mais Norma réussit tout de même à se faire engager comme extra dans plusieurs films, les premiers étant The Sign on the Door (1920) et The Flapper (1920. Pendant ce temps, la Metro-Goldwyn-Mayer (MGM) était déjà en train de devenir le plus grand studio de l'histoire du cinéma. Irving Thalberg assiste aux efforts de Norma et, quand il rejoint Louis B. Mayer en 1923, il lui offre un contrat de cinq ans. Norma participe à plusieurs petits films de la MGM, aucun d'entre eux n'étant considérés comme de grands films même par la MGM. Le seul point positif de ces films est qu'ils aideront Norma à améliorer son image et son jeu d'actrice.
Thalbergn, et beaucoup ont pensé que le fait qu'elle se marie avec son "boss" lui donnerait unSon premier succès en tant qu'actrice sera le rôle de Kathi dans le film The Student Prince in old Heidelberg (1927). Le cinéma connaît quelques changements mais Norma n'a aucun problème à faire la transition du cinéma muet au cinéma parlant. Son premier film parlant est The Trial of Mary Dungan (1929). Quatre films plus tard, elle reçoit un oscar pour le film The Divorcee (1930). Entre-temps, Norma s'est mariée avec Irving avantage injuste pour obtenir de bons rôles. Il n'en est rien. Norma continua dans les rôles de rang "B". Thalberg pensait que Norma aurait du se retirer du cinéma après leur mariage, mais elle voulait obtenir des plus grands rôles, qu'elle finit par obtenir : The Barretts of Wimpole Street (1934), Roméo et Juliette (1936) (son cinquième oscar). Malheureusement, la santé de Thalberg n'était pas bonne et il meurt d'une pneumonie en septembre 1936, à l'âge de 37 ans. Ils ont eu deux enfants ensemble. Norma voulu alors se retirer, mais la MGM la força plus ou moins à signer un sixième contrat avec eux. David O. Selznick lui offre le rôle de Scarlett O'Hara dans Gone with the Wind (1939), mais le public s'oppose formellement à cela. Elle joue alors dans Femmes (1939), refuse le rôle de Madame Miniver et se retire du cinéma définitivement après le film Her cardboard lover (1942).
